Wednesday, February 9, 2011
The Court met in the Mee Room at 8 pm. Acting Chief Justice Koo presided. All members were present. President Zwald walked in to give Koo a high-five. The President informed the Court that there were five applicants for the two associate justice vacancies, and two applicants for the Chief Justice vacancy.
The Court considered a motion to amend the judicial codes brought forth by Koo to amend Judicial Codes 401(3) and 403(3) to change the frequency of the Court meeting. The proposed amendment would only required a meeting every other week, except that the Court would meet every week the two weeks before, the week of, and the two weeks after a general election. Clark brought forth concerns that reducing the frequency of the Court's meeting would reduce the Court's legitimacy; she noted that the other branches meet weekly. Koo said that the other branches have business that require them to meet weekly. Sidhu was concerned that less frequent meetings would make Court members less serious about the Court. Koo noted that he brought forth these changes out of concern that the amount of business before the Court is very small, and continuing to hold weekly meetings around the elections period, when most cases come before the Court, should suffice. Ziyeh agreed, stating that it would be better to consider more business at one meeting, rather than having what is usually just ten minutes of business each week.
The motion was seconded by Clark. There were no objections to the motion and the changes to the judicial codes were adopted. The only meeting this affects for the winter quarter is the 10th week meeting just before finals week.

The Court focused its time examining the current situation of the Elections Committee. It current has only two members, and cannot reach a quorum. It has no chair, but a recently passed bylaw allows them to choose an interim chair from amongst themselves. Any selection of a new chair is governed by Chapter 5 of the bylaws mandating minimum time periods for posting the availability of the chair position. A delay in achieving quorum at this late stage of the elections process risks the Elections Committee being unable to sit as a court for elections committee violations. The Court will inform the Senate of the danger at its meeting tomorrow.
Outreach Assembly Speaker Sabrina Dias brought chips and muffins from her meeting for the Court to enjoy.

Koo proposed two changes to the judicial directives:
Judicial Directive 13: Repealing Judicial Directive 2 relating to the creation of a voluminous ASUCD Court binder and replacing it with an electronic copy of the same so as to reduce paper use; also replaced outdated references to the ASUCD Government Codes and Standing Orders, which are now simply the Bylaws.
Judicial Directive 12-1: Amending Judicial Directive 12 to fix a typographical error, the phrase "Lady Liberty" is now "Lady Justice."
Both proposals were adopted without objection.
The Court considered whether to use staff development funds to fund the printing of new Court t-shirts, as no new shirt had been made in two years. The Court came to a consensus around a slogan to be printed on the shirts if made, "ASUCD Court: We matter."
